## Explanation

The public library can help people discover, adopt, and improve a common way to express work. Organizations can retain their own agreements and choose how to operate them. Commercial opportunities include specialist library maintenance, integration, evaluation, managed execution in OpenProse Cloud, and help building an internal library. An Outcomes API could expose the same useful work through software. The strongest recurring proposition may be a valuable responsibility that keeps producing accepted work as circumstances change. These are hypotheses about customer value and revenue. They need real adoption and willingness-to-pay evidence, and one-time work remains an equally valid use.
