## Explanation

The current kernel explains finding, understanding, and invoking the agreement. An agent starts with the requested program and reads the definitions it adopts, preserving the selected versions and each reference's context. It can read the necessary documents directly from permitted sources; installing a whole package is a separate operation with additional requirements. No separate OpenProse runtime is required to interpret these documents, but an agent still needs the relevant capabilities and inputs. The kernel provides instructions for behavior; the harness and agent must enact them.
